Rick Hurula is Manager of Construction Services with over 25 years of experience in all aspects of civil engineering, construction and land development. Through effective team building with property owners, developers, consultants and contractors, he has successfully completed over 25,000 residential lots in master planned communities throughout Arizona. In addition, he has successfully managed the construction of numerous public works projects for various municipalities throughout Arizona.
Rick started his working career in Phoenix as a Heavy Equipment Operator, Construction Superintendent, Operations Manager and eventually Vice President of a Pipeline Contracting Company where he installed sewer, water, storm drain and dry utilities for thousands of residential lots in the Phoenix area. He served as Operations Superintendent for a large private water company, Manager of Construction Services for a national engineering firm, and as Vice President of one of Arizona’s premier developers of Master Planned Communities, he directed planning, engineering and construction teams while building numerous subdivisions throughout Arizona. His responsibilities incorporated managing all aspects of the land development process, including due diligence, zoning, processing plats and plans, engineering plan review, generating and managing budgets, managing private and public bidding processes, procurement of various perm its, contract management, and oversight of all construction activities. Construction activities included grading, concrete work (including bridges and drainage facilities), paving, underground utilities, wells, water production and treatment facilities, wastewater treatment facilities, parks and recreation facilities. Rick has extensive experience in all municipalities in the Phoenix area plus Yavapai County, Pima County, Navajo County, Lake Havasu City, Tucson and Benson.
